Opening up in Rome has meant that I had a hair trim Monday morning, went to confession, Mass and received communion that same afternoon and am going to my favorite restaurant tonight for the first time since March 8!

PRAYER AND THE MYSTERY OF CREATION

At today’s weekly general audience, streamed live from the library of the Apostolic Palace, Pope Francis began by saying, “In our continuing catechesis on prayer, we now consider the mystery of creation.”

It was noteworthy that the general audience was bring held in Laudato Si’ Week, a week established by the Vatican to mark the fifth anniversary of the publication of Francis’ Encyclical “Laudato Si’ On the Care for our Common Home” on May 24, 2015. In addition, the Vatican Dicastery for Promoting Integral Human Development that is behind this week also announced the celebration of a special Laudato Si’ anniversary year that will run from May 24, 2020 to May 24, 2021.

“The first pages of the Bible,” said Francis in his catechesis, “resemble a great hymn of thanksgiving for the goodness and beauty of creation, whose grandeur awakens a sense of wonder within the human heart and a desire to pray. The awe-inspiring immensity of creation stirs us to contemplate the mystery of our own being. Though we may experience the weight of our insignificance, we are not nothing. Prayer assures us that things do not exist merely by chance, and that our relationship with God is the source of our nobility.   (vaticannews photo)

The Pope went on to explain that, “Men and women, by nature, may be almost nothing; yet by vocation, they are children of a great King! Amidst the difficulties and trials of life, prayer sustains our appreciation and gratitude, for it gives vigor to our hope. The hope of those who pray can in turn help others to realize that life is a gift from God; that hope is stronger than despair; that love is stronger than death.”

“For the simple joy of being alive,” concluded Francis, “let us offer praise and thanks to our heavenly Father.”

At the end of the catechesis, monsignori from the Secretariat of State read summaries in various languages and transmitted papal greetings to the faithful.

Francis had “cordial greetings for all Polish people” tuning in for the online general audience, noting that, “In these days we celebrate the centenary of the birth of Saint John Paul II. A Shepherd of great faith, he loved to entrust the Church and all humanity to God in prayer. Choosing the episcopal motto “Totus Tuus,” (‘all yours’) , he also showed that in difficult times we must turn to the Mother of God, who can help us and intercede for us. His life, built on deep, intense and confident prayer is an example for today’s Christians. I bless you from my heart.

In greetings to Italian-speaking faithful, the Pope highlighted “the approaching feast of the Ascension of the Lord (that) offers me the opportunity to urge everyone to be generous witnesses of the Risen Christ, knowing full well that He is always with us and supports us along the way.”

At the start of the general audience, Psalm 8 was read by each monsignor in their own language (French, English, German, Spanish, Portuguese, Arabic and Polish):

LORD, our Lord,

How awesome is your name through all the earth!

I will sing of your majesty above the heavens

with the mouths of babes and infants.

You have established a bulwark against your foes,

to silence enemy and avenger.

When I see your heavens, the work of your fingers,

POPE TRANSFERS VATICAN’S DATA PROCESSING CENTRE TO SECRETARIAT FOR THE ECONOMY

With a Rescript promulgated on Wednesday, Pope Francis transferred the Data Processing Centre (CED) from the Administration of the Patrimony of the Apostolic See (APSA) to the Secretariat for the Economy (SPE).

Pope Francis has made a shuffle in the Roman Curia. He has issued a Rescript transferring the Data Processing Centre, previously managed by the Administration of the Patrimony of the Apostolic See (APSA) to the Secretary for the Economy (SPE). It was made public on Wednesday by the Vatican Secretary of State, Cardinal Pietro Parolin, with a statement dated May 11.

It said that Pope Francis considers the transfer is needed “to guarantee a more rational organization of the Holy See’s economic and financial information.” Another reason cited is the eventual computerization of all its activities “so as to guarantee the simplification of activities and the effectiveness of controls, as they are fundamental for the correct functioning of the Entities of the Roman Curia.”

The transfer of the Data Processing Centre will proceed according to the Memorandum of Understanding signed between APSA President Bishop Nunzio Galantino and the Prefect of the Secretariat for the Economy Father Juan Antonio Guerrero Alves.

Officials and personnel of the CED will move under the responsibility of the SPE, except those who, by common agreement and for better convenience, continue to be employed by the APSA.

The Prefect of the SPE will re-organize the services offered by the CED, guaranteeing what is necessary for the performance of the APSA’s institutional tasks.

Promulgated on Wednesday, the new measure of Pope Francis will come into effect on June 1, 2020.

“Today, H.E. Archbishop Paul Richard Gallagher, Secretary for Relations with States, was contacted by telephone by H.E. Saeb Erekat, Chief negotiator and Secretary General of the Palestine Liberation Organization. The latter wished to inform the Holy See about recent developments in the Palestinian territories and of the possibility of Israeli applying its sovereignty unilaterally to part of those territories, further jeopardizing the peace process.

“The Holy See reiterates that respect for international law and the relevant United Nations resolutions, is an indispensable element for the two peoples to live side by side in two States, within the borders internationally recognized before 1967.

“The Holy See is following the situation closely, and expresses concern about any future actions that could further compromise dialogue, while also expressing its hope that Israelis and Palestinians will be soon able to find once again the possibility for directly negotiating an agreement, with the help of the International Community, so that peace may finally reign in the Holy Land, so beloved by Jews and Christians and Muslims.”

10TH VATICAN EMPLOYEE POSITIVE WITH COVID-19 – POPE FRANCIS ESTABLISHES THE JOHN PAUL I VATICAN FOUNDATION – JOHN PAUL I STILL RELEVANT TODAY

I am so happy to hear the news about the John Paul I Vatican Foundation. I was in Rome when he was elected and for the Mass starting his far too brief pontificate. I was in Cairo, Egypt when he died and for the election of his successor, John Paul II.   I’ve previously told that story on these pages – days and week that were unforgettable in a thousand ways!

Cardinal Pietro Parolin has written a piece about John Paul I and I include that in today’s news. I especially imagine it will be relevant for those of you who may not have known John Paul I, his character and personality and his pontificate.

By the way, at his morning Mass today, Pope Francis prayed that people will prudently adhere to measures put in place for the easing of the quarantine so that the Covid-19 pandemic does not return.

10TH VATICAN EMPLOYEE POSITIVE WITH COVID-19

Statement by Holy See Press Office Director, Matteo Bruni: In recent days, another employee was found to be positive with Covid-19. The person had presented symptoms in March and remained in solitary confinement, continuing to work remotely. Having no symptoms, the employee is now in quarantine and the necessary health measures for the workplace have been taken as a precaution and checks have been carried out among colleagues, with negative results.

POPE FRANCIS ESTABLISHES THE JOHN PAUL I VATICAN FOUNDATION

The Vatican today published a rescript by Pope Francis, made following a February 10 audience with Cardinal Secretary of State Pietro Parolin, that established the institution of the John Paul I Vatican Foundation. It will have a juridic personality in both civil and canon law and an office within the Secretariat of State. The Foundation was officially established on February 17.

Born Albino Luciani in northern Italy, John Paul I was the archbishop of Venice when elected to the papacy on August 26, 1978, following the death of his predecessor, Pope Paul VI. Known as the “smiling pope,” Luciani was the first Pope in history to have a double name, selecting the names of his two predecessors John XXIII and Paul VI. He died on September 28 after a pontificate of only 33 days.

During his pontificate he was known as Pope John Paul. He became John Paul I when a second John Paul was elected on October 16, 1978.

According to a Holy See communiqué, “The purpose of the Foundation is to enhance and spread the knowledge of the thought, works and example of Pope John Paul I.” It will “protect and preserve the cultural and religious heritage left by Pope John Paul I; promote initiatives such as conferences, meetings, seminars, and study sessions; establish awards and scholarships; take care of the publishing activity by publishing both the results of its own studies and research, and works by third parties; propose itself as a reference point, in Italy and abroad, for those operating in the same area and with the same purposes (Articles of Association, art. 2).” Cardinal Parolin was named president of the John Paul I Vatican Foundation. Members include Dr. Lina Petri, a retired Holy See Press Office employee and niece of John Paul I.

The Holy Father established the Vatican John Paul I Foundation on 17 February. This was done in response to the proposal made to create a body destined to deepen the person, thoughts and teachings of John Paul I (26 August 1978 – 28 September 1978) .

Pope John Paul I was, and remains, a point of reference in the history of the universal Church. His importance, as Saint John Paul II had pointed out, is inversely proportional to the length of his very short pontificate: “magis ostentus quam datus.

The story of Albino Luciani is one of a pastor who is close to his people, centered on the essentials of faith and with an extraordinary social sensitivity. His magisterium is contemporary: proximity, humility, simplicity, insistence on God’s mercy, love of one’s neighbour and solidarity are the salient features.

He was a bishop who lived and applied the experience of the Second Vatican Ecumenical Council. In his brief pontificate, he led the Church along the magisterial paths indicated by this Council: going back to the sources of the Gospel and a renewed missionary spirit, episcopal collegiality, service in ecclesial poverty, the search for Christian unity, interreligious dialogue, dialogue with the modern world and international dialogue, all conducted with perseverance and determination, in favour of justice and peace.

I think, for example, of his general audiences and his persistence on ecclesial poverty, universal brotherhood and active love for the poor. Along with the traditional precepts of the Church, he wanted to include a precept on works of solidarity, which he had proposed to the Italian bishops.

I am thinking also of the appeal he made during his Angelus of 10 September 1978 in which he asked for peace in the Middle East and addressed his prayer invitation to Presidents of different faiths. He had already made this appeal in his speech to the Diplomatic Corps on 31 August, during which he freed himself from presumptions of geopolitical protagonism and defined the nature and peculiarity of the diplomatic action of the Holy See from a viewpoint of faith.

Receiving then the more than one hundred representatives of the international missions present at the inauguration of his pontificate, he stressed how “our heart is open to all peoples, all cultures and all races.” He then affirmed: “We certainly do not have miraculous solutions to the world’s great problems, but we can nevertheless give something very precious: a spirit that helps to solve these problems and places them in the essential dimension, that of openness to the values of universal charity… so that the Church, humble messenger of the Gospel to all the peoples of the earth, can contribute to creating a climate of justice, brotherhood, solidarity and hope without which the world cannot live”.

And so, following in the footsteps of the Council’s Pastoral Constitution Gaudium et Spes, and in so many messages of Saint Paul VI, he acted in the wake of the great diplomacy that has given so many fruits to the Church, by nourishing Her with charity.

This history of the Church, dedicated to serving the world, was not interrupted with his sudden death. The perspective marked by his brief pontificate was not a side note. Although John Paul I’s governance of the Church could not unfold in time, he helped – explevit tempora multa – to strengthen the design of a Church that is close to the pain of the people and their thirst for charity.

Through John Paul I’s cause for canonisation, numerous sources have been accumulated today, beginning an important work of research and elaboration from a historical and historiographical perspective. It is now possible, therefore, to bequeath the memory of Pope Luciani, so that its historical value can be fully restored within the historical period. It can now be examined with the analytical rigor that is due to him and may open up new perspectives of study on his work.

In this regard, the establishment of a new ad hoc Foundation can rightfully fulfil the task not only of protecting the entire patrimony of the writings and works of John Paul I, but also of encouraging the systematic study and diffusion of his thought and spirituality – all the more motivated by the consideration of how his person and his message are extraordinarily relevant.

RESCRIPTUM PERTAINING TO THE REFORM OF PROCEDURES FOR CASES OF NULLITY

The Vatican newspaper, L’Osservatore Romano, on Saturday, March 5 published the following translation of the Rescriptum ‘ex audientia’ pertaining to the Apostolic Letters ‘motu proprii’ of 15 August 2015, “Mitis Iudex Dominus Iesus” and “Mitis et Misericors Iesus”. The document, written in Italian and signed by Pope Francis, was delivered to the Dean of the Roman Rota on 7 December 2015, ‘in primis vesperis sollemnitatis Inmaculatae Conceptionis Beatae Mariae Virginis’ (first vespers of the solemnity of the Immaculate Conception of the Blessed Virgin Mary).

The entry into force — by happy coincidence with the opening of the Jubilee Year of Mercy — of the Apostolic Letters motu propri ‘Mitis iudex Dominus Iesus’ and ‘Mitis et misericors Iesus’ of 15 August 2015 — given for the purpose of implementing justice and mercy with regard to the truth of the bond of those who have experienced the failure of marriage — poses, among other things, the need to harmonize the updated procedures for cases concerning marriage with the norms proper to the Roman Rota, pending the reform of the latter.

The recently concluded Synod of Bishops expressed a strong exhortation that the Church draw near to “the weakest of her members, who are experiencing a wounded or lost love” (Final Report, n. 55), to whom confidence and hope must be restored.

Indeed, the laws now entering into force seek to show the Church’s closeness to wounded families, with the desire that the many who experience the drama of a broken marriage may be touched by the healing work of Christ, through ecclesiastical structures, in the hope that they discern that they are the new missionaries of God’s mercy toward other brothers and sisters, for the benefit of the institution of the family.

Recognizing both the Roman Rota’s munus as ordinary Court of Appeal of the Holy See, and its role of safeguarding the unity of jurisprudence (Pastor Bonus, art. 126) and of assisting the ongoing formation of pastoral workers in the Tribunals of the local Churches, the following is hereby established:

i.

The laws reforming the aforementioned marriage-related procedures shall abrogate or derogate every contrary law or norm heretofore in effect, whether general, particular or special, even if approved in forma specifica (such as, for example, the motu proprio ‘Qua Cura’, given by my Predecessor Pius xi in times far different from the present).

ii.

  1. In the causes for marriage nullity before the Roman Rota, the dubbium shall be fixed according to the ancient formula: An constet de matrimonii nullitate, in casu.
  2. There shall be no appeal from the judgements of the Rota with regard to the invalidity of sentences or decrees.
  3. There shall be no recourse by means of a Nova Causae Propositio before the Roman Rota after one of the parties has contracted a new canonical marriage, unless the injustice of the decision is manifest.
  4. The Dean of the Roman Rota shall have the authority to dispense with, for serious reasons, the procedural norms of the Rota.
  5. As requested by the Patriarchs of the Eastern Churches, jurisdiction has been restored to the territorial tribunals in iurium cases concerning marriage which have been submitted to the judgment of the Roman Rota on appeal.
  6. The Roman Rota shall adjudicate cases in accord with the Gospel precept of gratuity, i.e., with ex officio legal aid, except for a moral obligation that affluent faithful offer an oblatio iusititiae in favour of the causes of the poor.

May the faithful, especially those who are wounded and troubled, look to the New Jerusalem that is the Church as “Peace of justice, the glory of God’s worship” (Bar 5:4) and find once again the open arms of the Body of Christ, that they may intone the Psalm of the exiles (126[125]:1-2): “When the Lord brought back the captives of Zion, we were like those who dream. Then our mouth was filled with laughter, and our tongue with shouts of joy”.

VATICAN INSIDER TO FEATURE “THE BEST OF” – PAPAL RESCRIPT ON NEW PROCEDURES FOR DECLARATION OF NULLITY OF MARRIAGE

The Church lost two cardinals on December 9: Cardinals Julio Terrazas Sandoval Archbishop emeritus of the Santa Cruz de la Sierra, Bolivia and Carlo Furno, Grand Master emeritus of the Equestrian Order of the Holy Sepulchre. The College of Cardinals now has 216 members, 117 of whom are under the age of 80, thus cardinal electors in a future conclave. Cardinal Roger Mahony, archbishop emeritus of Los Angeles, will be the next cardinal to turn 80 on February 27, 2016.

PAPAL RESCRIPT ON NEW PROCEDURES FOR DECLARATION OF NULLITY OF MARRIAGE

(Vatican Radio, VIS) Pope Francis issued a legal decree on Friday, regarding the implementation of the recent reforms to the Church’s marriage law, specifically as far as the role of the Church’s highest appellate court – the Sacred Roman Rota – is concerned. The decree, called a rescript, has six main points, most dealing with technical matters of legal procedure within the Rotal system itself, and with the relationship of the Rota – which is the Church’s highest ordinary appellate court – to other courts in the Church’s legal system. In an explanatory note published in the edition of L’Osservatore Romano released Friday afternoon, the Dean of the Roman Rota, Msgr. Pio Vito Pinto explained that the first part of the two-part rescript has the purpose of stressing that the reforms already enacted are now in force and must be followed and obeyed. “Because every law of epochal importance, such as the laws reforming the marital nullity process, meets understandable resistance,” explained Msgr. Pinto, “the Pope desired  to emphasize, as did John Paul II for the promulgation of the Code of Canon Law of 1983, that the law is now promulgated and requires compliance.”

The entry into force – in happy coincidence with the opening of the Jubilee of Mercy – of the Apostolic Letters motu proprio, Mitis iudex Dominus Iesus and Mitis et Misericors Iesus on August 15, 2015, given for the purpose of actuating justice and mercy regarding the truth of the bond of those who have experienced matrimonial failure, poses, among other things, the need to harmonize the renewed procedure for cases trying claims of marital nullity with the rules proper to the Roman Rota, pending the reform of these last.

The recently concluded Synod of Bishops expressed a strong exhortation to the Church, that the Church reach out toward “her most fragile children, marked by love wounded and lost (Relatio finalis, n. 55), to whom it is necessary to give back confidence and hope.

The laws now taking effect want to show precisely the closeness of the Church to wounded families, desiring that the multitude of those who live the drama of marital failure be reached by the healing work of Christ through ecclesiastical structures, in the hope that they might discover themselves new missionaries of God’s mercy toward other brothers and sisters, for the good of the institution of the family.

Recognizing the Roman Rota, in addition to its proper munus as ordinary appellate tribunal of the Apostolic See, as having also the munus of safeguarding the unity of law (Art. 126 § 1 PB) and that of aiding in the ongoing formation of pastoral workers in the Tribunals of the local Churches, the following is established:

I.

The laws reforming the aforementioned marriage nullity process abrogate or derogate every law or norm to the contrary hitherto applicable: general, particular, or special, even if approved in specific form (e.g. The MP Qua cura, given by my Predecessor Pius XI in times very much different from the present).

II.

  1. In marriage nullity cases before the Roman Rota, the dubbium is fixed according to the ancient  formula: An constet de matrimonii nullitate, in casu.
  2. There can be no appeal against decisions of the Rota with respect to invalidity of judgments or decrees.
  3. No recourse is allowed before the Roman Rota to the Nova Causae Propositio (N.C.P.), after one of the parties has contracted a new canonical marriage, unless the injustice of the decision is manifestly established.
  4. The Dean of the Roman Rota has the power to dispense for grave reason from the Rotal Norms in procedural matters.
  5. As urged by the Patriarchs of the Eastern Churches, competence in iurium cases connected to marital nullity cases submitted to the judgment of the Roman Rota on appeal, is restored to territorial tribunals.
  6. The Roman Rota shall judge cases according to the gratuity of the Gospel, that is, with ex officio legal aid, salvo the moral obligation for the wealthy faithful to make an oblatio iustitiae in favor of the causes of the poor.

May the faithful, especially the wounded and unhappy, look to the new Jerusalem that is the Church, as the “Peace of justice and glory of godliness, (Bar 5: 4)” and may it be granted to them, finding the open arms of the Body of Christ, to intone the Psalm of the exiles (126:1-2): “When the Lord restored the fortunes of Zion, we were like those who dream. Then our mouth was filled with laughter, and our tongue with shouts of joy.”
